Government of Ukraine (22 July 2023): “In a phone call, Ukrainian President Volodymyr Zelensky and NATO Secretary General Jens Stoltenberg defined the priority and future steps regarding the unblocking and sustainable operation of the Black Sea grain corridor. The relevant statement was made by the Head of State on Telegram, an Ukrinform correspondent reports. The parties shared assessments of the current situation in the Black Sea and the risks it poses for global food security. “The priority and future steps necessary for unblocking and sustainable operation of the Black Sea grain corridor have been identified,” Zelensky wrote. Additionally, Zelensky and Stoltenberg discussed the implementation of the agreements reached during the Vilnius summit of the Alliance, as well as further actions regarding Ukraine’s integration into NATO. A reminder that, during the 14th Aspen Security Forum, Ukrainian President Volodymyr Zelensky emphasized that the Black Sea does not belong to Russia, because other countries, such as Ukraine, Türkiye, Romania and Bulgaria are also out there.”
Kyiv Independent (22 July 2023): “President Volodymyr Zelensky said he asked NATO Secretary-General Jens Stoltenberg during a phone call on June [July] 22 to convene the NATO-Ukraine Council to discuss the terminated Black Sea Grain Initiative. "I turned to Jens with a proposal to urgently convene such a council for appropriate crisis consultations. The meeting will take place in a few days. We can overcome the security crisis in the Black Sea," Zelensky said. NATO launched the NATO-Ukraine Council, aimed at enabling closer coordination between Kyiv and the alliance, and extended the Comprehensive Assistance Package (which provided 500 million euros in defense aid so far) into a multi-year program after the summit in Vilnius held on July 11. Zelensky said earlier on July 22 that he spoke with Stoltenberg by phone about sustaining the Black Sea Grain Initiative. Russia dealt a significant blow to global food security on July 17 by announcing its withdrawal from the grain deal. Brokered by Turkey and the U.N. last July, the grain deal has allowed Ukraine to export its agricultural products through the Black Sea during wartime. Ukraine is one of the world's top grain suppliers. The deal has been integral in alleviating global food price surges caused by Russia's full-scale war against Ukraine. Russia went on to launch a series of missile and drone strikes against Ukraine's port infrastructure in Odesa Oblast and destroyed 60,000 tons of grain after withdrawing from the deal. According to Zelensky, he and Stoltenberg "determined the priority and future steps necessary for the unblocking and sustainable functioning of the Black Sea grain corridor." Zelensky also reached out to Turkish President Recep Tayyip Erdogan about the grain deal on July 21. "We coordinated efforts to restore the operation of the Black Sea Grain Initiative. Due to Russia's actions, the world is once again on the brink of a food crisis. A total of 400 million people in many countries in Africa and Asia are at risk of starvation," Zelensky said.”
The Black Sea borders with Bulgaria (EU member; NATO member), Georgia (EU potential candidate), Romania (EU member; NATO member), Russian Federation, Turkiye (EU candidate member; NATO member), and Ukraine (EU candidate member).
Vessels traveling to ports in Ukraine must transit from the Mediterranean Sea or Aegean Sea through the Dardanelles Straits which connects to the Sea of Marmara and then to the Bosporus Strait and into the Black Sea.
Turkiye has the longest border along the Black Sea while Romania and Bulgaria border the north-south westernmost coast of the Black Sea from Ukraine to Turkiye.
If a vessel wanted to avoid transiting the center of the Black Sea from a port in Ukraine to the entrance of the Bosporus Strait in Turkiye, the route would follow the coast of Ukraine-Romania-Bulgaria-Turkiye. The route would be longer by distance than transiting a straight line from a port in Ukraine to the entrance of the Bosporus Strait and then through to the Sea of Marmara and onward to the Aegean Sea, Mediterranean Sea (an entrance to the Suez Canal), and Atlantic Ocean.
The Black Sea Grain Initiative was implemented on 27 July 2022 from negotiations by the government of the Russian Federation, government of Turkiye, government of Ukraine, and the United Nations. “The Joint Coordination Centre was established under the Black Sea Grain Initiative in Istanbul on 27 July 2022. It comprises senior representatives from the Russian Federation, Türkiye, Ukraine and United Nations and its role is to enable the safe transportation, by merchant ships, of grain and other foodstuffs and fertilizers from three key Ukrainian ports in the Black Sea to the rest of the world.” The first shipment of over 26,000 tons of Ukrainian food under a Black Sea Grain Initiative was cleared to proceed on 3 August, towards its destination in Lebanon.
