“Building new power plants is a lengthy process that Ukraine cannot afford as winter sets in. As an alternative, the country plans to rent “powerships” — floating plants mounted on cargo ships — to supply electricity to the Black Sea coastal region of Odesa, which lacks power generation facilities.  The powerships, running on fuel or gas, will be moored in the region’s ports and will transmit electricity to the grid via onshore substations.” 

“Ukrainian officials, speaking on the condition of anonymity because of the plan’s sensitivity, said they were in talks with Karpowership [https://www.karpowership.com], a Turkish company specializing in powerships, to rent several vessels. Last year, the company signed a memorandum of understanding with a state-owned Ukrainian energy trader to install powerships capable of generating 500 megawatts, enough electricity to supply one million Ukrainians.  Karpowership did not respond to requests for comment.”

  •  From CiberCuba (14 December 2024)- excerpts: “Cuba’s Electric Union (UNE) announced that the Turkish floating power plant Cankuthan Bey, which arrived in Havana Bay on December 8, is not part of its contract with the Turkish company Karpowership and that it “will leave Cuba” once the commissioning of its units is completed.  “The KPS56 barge (Cankuthan Bey) arrived in Havana on Sunday, December 8, to conduct commissioning work on its units, and once completed, it will leave Cuba. This floating plant is not part of the contract between UNE and the Turkish company Karen Dis Ticaret,” UNE stated on its social media.  The Cankuthan Bey, with a generation capacity of 80 MW, temporarily joined the other five operational floating power plants in Cuba.   

  • Since 2019, Cuba has received eight Turkish floating power plants, of which six are currently operational: three in Havana (Belgin Sultan, Suheyla Sultan, and Erol Bay), one in Mariel (Ela Sultan), another in Santiago de Cuba (Erin Sultan), and for now, the Cankuthan Bey.  

  • From Karpowership: “In October 2018, Karpowership signed a contract with La Empresa importadora y exportadora de objetivos electroenergéticos (Energoimport), the state electricity company of Cuba, to deploy three Powerships of 110 MW in total for a period of 51 months. Karadeniz Powership Barış Bey and Karadeniz Powership Esra Sultan started operation in Port de Mariel in June 2019 and Karadeniz Powership Ela Sultan started operations in November 2019. In November 2019, the contract capacity was increased to 144 MW. In November 2021, a new Addendum Agreement was signed to increase the capacity to 300 MW and extend the contract term 18 years. Karpowership currently has 6 Powerships with an installed capacity of 420 MW in the country. Cuba is Karpowership’s first project in Western Hemisphere.”

"… a floating plant with a capacity of 100 MW cost over 114 million dollars for 18 months of operation, while in the Dominican Republic, two barges with a capacity of 180 MW incurred expenses of 40 million over 42 months.  These findings suggest multibillion-dollar costs that Cuba could hardly manage without external financial support or through opaque agreements made with Turkish authorities.” 

“The plans have accelerated in recent weeks, with the government issuing a decree permitting the installation of gas pistons and turbines on ships to power the floating plants. Ukrenergo, the national electricity operator, said this fall that it had begun building transmission facilities to link the ships to the grid. A Ukrainian official said the facilities were now completed.  Ms. Hryb said two powerships might be operational within weeks if Ukraine could overcome two challenges.” 

“The Ukrainian government is trying to get its Western partners to pay part of the cost of generating electricity on the ships, which Ms. Hryb and Mr. Prokip said is very high. Another issue is ensuring the ships’ safety in the Odesa region, an area frequently bombed by Russia.  Mr. Prokip said there was hope that the ships might be spared because they are operated by Turkey, a country that has mediated agreements between Russia and Ukraine during the war.” 

For the incoming Trump-Vance Administration (2025-2029), there will be an examination as to why United States taxpayers should borrow to compensate a Turkiye-based company to generate electricity within Ukraine. 

The Trump-Vance Administration decision process will be impacted by decisions implemented by the Biden-Harris Administration (2021-2024) that were believed to have not been a productive use of taxpayer funds.  For example: 

  • Borrowing US$230 million for the United States Agency for International Development (USAID) to assist Ukraine-based companies to “meet EU regulations” and “export more of their products and services into Europe”  

  • Borrowing US$225 Million to “speed up the transportation of Ukrainian goods to the EU” 

  • Borrowing for “Partnership Fund for a Resilient Ukraine (PFRU)’s financing partners and other distinguished guests participated in the master class on preparing traditional dish of one of Ukraine’s ethnic groups… Next week we will reveal what kind of dish our financing partners were cooking, so stay tuned😉” 

The Trump-Vance Administration will also be asking why the government of Ukraine did not refuse United States taxpayer borrowed funds to produce a cooking show and to assist Ukraine-based companies’ engagement with EU-member countries.

Ukraine Explores Floating Power Stations to Replace Damaged Generators
Karpowership says it could attach ships to the power grid in under 30 days (Karpowership)

With its power system having come under attack leaving many Ukrainians without consistent supplies of electricity, state energy trader JSC "Energy Company of Ukraine" signed a memorandum of understanding and cooperation with Turkey’s Karpowership. The companies plan to work together to explore adding power to Ukraine’s grid. 

"Ukraine's energy system was subjected to 12 massive Russian attacks. The deficit of electricity due to damage to the generating infrastructure of Ukraine is increasing,” said Vitaly Butenko, General Director of EKU JSC. “While the war continues, building new power units to restore lost or damaged generating capacity is impossible, and we need to find innovative solutions to overcome the current crisis.” 

The companies, together with national and international organizations, plan to develop a project to finance and launch 500 MW of electric power from energy ships. They believe that Karpowership’s technology would allow for relatively quick deployment of new generating capacity. Karpowership currently has a fleet of 36 energy ships with operations in 13 countries. According to the company, the vessels which operate on multi-fuel, natural gas/LNG, low-sulfur liquid fuel, can be directly connected to existing infrastructure in less than 30 days. 

"Karpowership is glad to cooperate with EKU JSC to alleviate the energy crisis in Ukraine," said Zeynep Kharezi, Commercial Director of Karpowership. "Energy ships are a fast, reliable, and flexible solution for reducing the electricity deficit in the country, and we are ready to support Ukraine in obtaining the necessary energy as soon as possible." 

As part of the cooperation, the partners will explore options for locating the energy ships near the coasts of Moldova and Romania. They highlight that it would be possible to connect the vessels to their power grids and transfer current to the energy system of Ukraine through interstate power lines. They plan to involve the governments of Moldova and Romania to evaluate this possibility.

Ukrainian officials point to the use of floating power plants as a means to overcome the energy deficit in Ukraine. They believe it would be possible to provide enough electricity for one million families in Ukraine.

Turkish firm Karpowership has signed a memorandum of understanding with state-owned trader JSC Energy Company of Ukraine (ECU) to enhance electricity supply cooperation and fast-track the use of 500 megawatts (MW) floating power stations to alleviate the nation’s energy crisis, according to a statement on Thursday. 

Karpowership and ECU will work alongside national and international organizations to develop and finance the implementation of 500 MW, enough to power over 1 million households.  Mooring in the Black Sea offshore Moldova and Romania with electricity connecting to Ukraine’s grid via transmission lines are among the options being considered for floating power stations.  Karpowership and ECU will engage Moldovan and Romanian authorities to assess the viability of these two options.  "Karpowership is delighted to work with ECU to ease Ukraine’s power crisis," Zeynep Harezi, Karpowership's chief commercial officer, was quoted as saying in the statement.  "Powerships are a fast, reliable, and flexible solution to the nation’s electricity shortages, and we are ready to support Ukraine in getting the energy it needs as soon as possible."  The company has 36 powerships with a total capacity reaching 6 gigawatts. 

Both parties have agreed to hold regular meetings to jointly develop and implement the project and work together to secure the necessary permits and approvals to collaborate with third parties, including international organizations, according to the statement.  "Ukraine's energy system has suffered 12 massive Russian attacks, resulting in damage to its power generation infrastructure and electricity shortages. While the war continues, building new power units to recover lost or damaged generation capacity is not a feasible option and we need to look for innovative solutions to the current crisis," said Vitaly Butenko, the Ukrainian company’s CEO.  "Karpowership technology allows for rapid deployment of new power generation capacity which will be transferred to the Ukrainian grid. We believe this can create a regional paradigm shift for solving Ukraine's energy crisis while the nation's infrastructure is being subjected to Russian attacks,’" Butenko added.  Karpowership already operates across Africa, in New Caledonia and, and Brazil and has been in talks with several European countries to supply as much as 2 GW of electricity via powerships to help ease the region’s energy crisis.
