The 2.3 million residents of Gaza must be immensely appreciative for the collective efforts of the Biden-Harris Administration (2021- ) and the twenty-seven member European Union (EU) and 193-member United Nations General Assembly (UNGA) to convince the government of the State of Israel to approve the delivery of 2.29 tablespoons (6.89 teaspoons) per person. One liter is 33.81 ounces (202.88 teaspoons). One gallon is 3.78 liters.
Since 7 October 2023, the approximately 2.3 million residents of Gaza (25 miles long by 6 miles wide) have continued to have their occupiable square footage condensed. To date, approximately 40% of the population of Gaza has been forced by the Israel Defense Forces (IDF) to relocate from north (where most structures have been damaged or destroyed) to south (where many structures have been damaged or destroyed)- into an area approximately 40% of the totality of Gaza. They arrive without most personal possessions, without money, without employment, without a place to live. The IDF has indicated that it plans to next focus operations upon the south. The ultimate goal of the IDF seems clear- to push residents of Gaza into the territory of Egypt and Jordan.
BBC (17 November 2023): Amir Avivi, Former Deputy Commander, IDF Gaza Division, said the government of Egypt should open it borders with Gaza because Palestinians will need a place to go when the IDF pushes south into Gaza. Remarkably, he compared residents of Ukraine departing Ukraine with residents of Gaza departing Gaza- they each have countries they can go to- temporarily or permanently.
NOTE: According to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), approximately 200,000 liters of fuel per day is required to meet the minimum of requirements in Gaza.
Politico (17 November 2023)- “An official in the prime minister’s office told POLITICO: “60,000 liters of fuel (about two trucks) were approved, which is about 3.5 percent of the amount that came in before the war, in order to prevent a humanitarian crisis and enable the continued destruction of Hamas-ISIS. It will prevent the sewage system from collapsing. The long-term policy will be discussed tonight in the cabinet.””
Reuters (17 November 2023): “Israel's war cabinet has agreed to allow 140,000 liters (36,985 gallons) of fuel into Gaza every two days after a request from Washington, amid acute shortages that threatened aid deliveries and communications in the besieged strip, Israel and U.S. officials said on Friday. Israel imposed a strict blockade on all goods entering Hamas-controlled Gaza when it launched a military campaign in response to the Palestinian militant group's Oct. 7 rampage, in which its fighters killed 1,200 people and took 240 hostages. Israel has since agreed to allow in aid trucks after stringent inspections, and a small amount of fuel was allowed in on Wednesday to keep United Nations Relief and Works Agency (UNRWA) aid delivery trucks moving. An Israeli official who declined to be identified said two trucks a day would be allowed in to meet the U.N.'s needs, but said the amount would give "minimal" support for water, sewage and sanitary systems in Gaza to prevent pandemics.
“A U.S. State Department official, offering more details, said Israel had committed to allowing in 120,000 liters (31,700 gallons) of fuel every 48 hours for UNRWA's trucks and other needs like desalinization of water, sewage pumping, bakeries and hospitals in the south of Gaza. An additional 20,000 liters (5,280 gallons) every two days would be allowed in to power generators of telecoms company Paltel, which had warned of an imminent blackout of its cellphone network due to lack of fuel.”
TASS (13 November 2023): “The director of the Al-Shifa Hospital in the northern Gaza Strip, Muhammed Abu Salima, has asked Israel for at least 6,000 liters of fuel for electric generators, the Al Arabiya TV channel reported. According to the channel, Abu Salima said that Israel offered the hospital 300 liters of fuel, but this amount is only enough for half an hour. He said that he has requested at least 6,000 liters from Israel and is waiting for a response.”

GENEVA/AMMAN, 18 November 2023 – Following long weeks of delay, the Israeli Authorities approved only half of the daily minimum requirements of fuel for humanitarian operations in Gaza. “This is far from enough to cover the needs for desalination plants, sewage pumps, hospitals, water pumps in shelters, aid trucks, ambulances, bakeries and communications networks to work without interruption. Fuel should not be restricted for these activities. Without the full amount of fuel: People will have only two thirds of their daily needs of clean drinking water; Large parts of Gaza will continue to be flooded with sewage further increasing risks of diseases; 70 per cent of solid waste will not be removed, a major health hazard; We are forced to handle a reduced number of aid trucks crossing daily into Rafah.
Humanitarian organisations should not be forced to make tough decisions between competing lifesaving activities. Community tensions in a once close-knitted society are likely to increase, making it even more difficult for UNRWA and other organisations to operate in environment of un precedented humanitarian crisis. We call for adequate, regular, and unconditional delivery of fuel to maintain all our critical lifesaving activities in the Gaza Strip. The last few days have seen a drastic reduction in these services including water availability and sewage clearance with serious consequences on people in need. Humanitarian aid cannot be conditional and must not be used for political or military agendas and gains.
Notes to Editors: The entry of fuel critical for the overall humanitarian operations across the Gaza Strip has been largely banned since 7 October when the war began. On Wednesday, 15 November, the Israeli Authorities allowed the entry of just less than 23,000 litres (half a truck) of fuel for UNRWA to transport trucks of aid arriving via Rafah. This fuel could not to be used for any other humanitarian purposes. The amount authorised today= 120,000 litres will be used over two days and will only cover half of the daily critical needs. We have been informed that 120,000 litres of fuel will be delivered every two days. Fuel is also critical for the telecommunications networks. Gaza went through a fourth blackout in communications yesterday. As a result, UNRWA was not able to transport trucks of humanitarian assistance arriving via Egypt.
