Problem for the government of Ukraine, and particularly for Volodymyr Zelensky, President of Ukraine (2019- ), is heads of state, heads of government, and heads of companies know the strategy of the government of Ukraine- focus upon the number of countries it can place upon lists of “supporting Ukraine” while knowing the list does not necessarily equate to “supporting Ukraine” at the expense of other bilateral relationships and multilateral relationships, particularly those in place with the government of the Russian Federation and with the government of the People’s Republic of China.
Governments on the continent of Africa also know companies located in countries which had an operational presence in Ukraine prior to 24 February 2022 will be front-runners for reconstruction contracts.

Since 24 February 2022, global taxpayer funded assistance commitments to Ukraine are approaching US$400 billion.

The main investor countries include Cyprus - 31.7 percent, the Netherlands - 21.6 percent, Switzerland - 5.8 percent, the Great Britain - 4.6 percent, Germany - 4.6 percent, Austria - 3.0 percent, Luxembourg – 2.4 percent and France – 2.0 percent.”
If governments believe the government of Ukraine is embracing a Ponzi Scheme- promising far more opportunities than are reasonably anticipated, there will be political consequences.
The most probable consequences are governments supporting face-to-face negotiations by the government of Ukraine with the government of the Russian Federation rather than continued made-for-television summits.
That transformation has already commenced with an increasing number of governments primarily based upon a lack of substantive changes during more than one year in real estate control within the internationally-recognized territory of Ukraine.

On August 4-8, Minister of Foreign Affairs of Ukraine Dmytro Kuleba will visit Malawi, Zambia, and Mauritius. The fourth African tour of the Foreign Minister aims to continue building relations with African countries. All three countries - Malawi, Zambia, and Mauritius - will be visited by the Ukrainian Foreign Minister for the first time in history. In Lilongwe, Lusaka and Port Louis, Dmytro Kuleba will hold talks with the leadership of the states, foreign ministers, business and cultural circles. All meetings will focus on the development of bilateral relations based on mutual respect and interests. Among the key topics will be the participation of African states in global efforts to restore a just peace for Ukraine and the world. A special focus of the talks in Malawi will be Ukraine's important role in ensuring food security: exchange of experience and technologies in the field of agriculture, the humanitarian program "Grain From Ukraine". In Zambia, the Minister will discuss the development of bilateral relations, political dialogue and cooperation within international organizations. In Mauritius, which is one of the most successful economies in Africa, a special topic of the meetings will be attracting investments and participation of Mauritian businesses in the reconstruction and recovery of Ukraine. KYIV, 4 August 2024 (Reuters) - Ukrainian Foreign Minister Dmytro Kuleba will visit three African countries this week in an effort to drum up support for Kyiv's position in its war with Russia, his ministry said on Sunday. Kuleba, on his fourth diplomatic tour to Africa in the last two years, will visit Malawi, Zambia and Mauritius on Aug. 4-8, the ministry said in a statement. "All meetings will focus on the development of bilateral relations based on mutual respect and interests. Among the key topics will be the participation of African states in global efforts to restore a just peace for Ukraine and the world," it said. A number of African countries took part in a conference on Ukraine hosted by Switzerland in June but they have mostly been reluctant to join Western efforts to isolate Russia, an important supplier of energy and commodities. The ministry said Kuleba would also discuss during his tour the supply of Ukrainian grain to the region and the participation of African companies in the reconstruction of Ukraine.” (underline added)
