MR MILLER: If you saw this – and I know you did see it because you were there. You saw what the Secretary said when we were in Tokyo. He said there must be a sustained mechanism for reconstruction in Gaza. Obviously, a lot of those homes have been destroyed.
QUESTION: Well, but – so they —
MR MILLER: And there has to be a mechanism for – to rebuild Gaza —
QUESTION: Yeah, okay. But so —
MR MILLER: – including those neighborhoods and those homes —
QUESTION: Yeah, but —
MR MILLER: — that have been destroyed so people can return to where they lived.
QUESTION: Yeah, but saying, oh, well, once this is all over, you can go back home – but there isn’t anything that’s going to be left for them to go back to.
MR MILLER: Yeah – obviously, Gaza is the location of a – an intense military campaign. When it’s over, we want to see reconstruction of Gaza.
QUESTION: All right. Paid for by?
MR MILLER: We will have conversations with partners in the region about that very question.

MR MILLER: I think it’s a little – I think it’s a little too early to say. We’re in the middle of the conflict right now. We’re just having – just start having conversations.

But I mean, it’s not – okay, but it is not just as easy as saying, oh, okay, well, you’re being told to move south for your own protection, but after – but after that threat is over, then you can go back when you have nothing to go back to – and no one is going to be stepping up to pay for the reconstruction.”
Reuters (12 November 2023): “The United Nations Office for the Coordination of Humanitarian Affairs (OCHA), quoting data from the Palestinian public works and housing department, said Israeli attacks had destroyed more than 41,000 housing units and damaged more than 222,000 housing units. In all, it said at least 45% of Gaza's housing units had reportedly been damaged or destroyed. It was impossible to independently verify the numbers, but Reuters reporters in Gaza say the destruction is on a huge scale. An Israeli reporter who was taken to see the Gazan town of Beit Hanoun by the Israeli military reported on Sunday that "barely a single inhabitable building remains standing". More than 52,000 people had lived there before the war. In a Nov. 10 report, OCHA said 279 educational facilities had reportedly been damaged, more than 51% of the total, with none of Gaza's 625,000 students able to access education. It said more than half of Gaza's hospitals and nearly two-thirds of primary health care centres were out of service and 53 ambulances damaged. All 13 hospitals in Gaza City and northern Gaza have received evacuation orders from the Israeli military. OCHA said water consumption has fallen by 90% since the war started. Two of the three water pipelines from Israel are functioning, however there is 50% leakage from the main pipeline between Rafah, on the Egyptian border, and the southern city of Khan Younis, where many refugees from the north have fled. Most of Gaza's 65 sewage pumps were out of service, OCHA said.”

During the last nineteen months, United States taxpayers have borrowed approximately US$150 billion relating to Ukraine. The Biden-Harris Administration will request an additional US$96 billion for use during the remainder of 2023 and for throughout 2024.
The Israel Defense Forces (IDF) continue to destroy civilian infrastructure in Gaza- residences, apartment buildings, educational institutions, clinics, hospitals, pharmacies, commercial buildings, manufacturing facilities, and transportation stations. This along with electrical power generation facilities, water treatment plants, and cellular towers.

Now, I was along the border in Sderot and saw the evidence of weapons that had been raining down on the heads of innocents in those Israeli cities, and that’s unacceptable.
