Can The United States House Of Representatives Repeal An Impeachment?
These questions might be consequential:
Does the United States Constitution prevent a Republican Party-controlled House of Representatives in January 2021 from rescinding a December 2019 vote of Impeachment by a Democratic Party-controlled House of Representatives?
If a vote of Impeachment can be rescinded in the same manner that a law can be revised or repealed, what then is the impactiveness of a provision within the United States Constitution intended to hold accountable decisions by the President of the United States?
UPDATE: On 7 February 2020, the following exchange took place at The White House prior to the departure of President Trump for an event in North Carolina:
“Asked if his impeachment in the House of Representatives should be expunged, POTUS said: "They should because it was a hoax. That's a very good question. Should they expunge the impeachment in the House? They should because it was a hoax. It was a total political hoax."“
“A new House can vote on anything it wants, including a rescission of an impeachment. The description could be repeal, rescind or expunge the impeachment,” offered Joseph E. diGenova, founding partner of Washington DC-based diGenova & Toensing LLP (https://www.digenovatoensing.com), former United States Attorney for the District of Columbia, former Chief Counsel and Staff Director of the United States Senate Rules Committee, former Independent Counsel, and former Special Counsel to the United States House of Representatives.
