Despite Statement To The Contrary, President Biden Will Not Determine If And How US$23.9 Billion Ukraine Debt/Borrowing/Funding/Spending Is Considered By United States Congress.

The United States Congress, not whomever occupies the Oval Office in The White House, determines what legislation is introduced and under what conditions legislation is introduced in the 435-member United States House of Representatives and in the 100-member United States Senate. 

To remind: In the 118th United States Congress (2023-2025), the United States House of Representatives is controlled by the Republican Party and the United States Senate is controlled by the Democratic Party.

While The White House may submit a proposal to the United States Congress, The White House does not determine whether spending requests, program requests, and regulatory requests are considered together (as components of a package) or individually, or if at all.

Q    Mr. President, on your -- on your supplemental request to Congress, there are some Republicans who want to split up the disaster aid and Ukraine aid.  Is that a possibility to you at all to make sure some sort of money passes Congress?  Because they have a concern with the Ukraine aid.
