Why Is Antony Blinken, U.S. Secretary of State, Returning Next Week To Ukraine? “White Noise”, “Pink Noise” And “Brown Noise” On The Agenda? Setting Stage For Kuleba-Lavrov Meeting?

Why Is Antony Blinken, United States Secretary of State, Scheduled For Another Visit To Ukraine To Meet With Volodymyr Zelensky, President Of Ukraine?  

While Secretary Blinken Is Visiting Ukraine, Vladimir Putin, President Of The Russian Federation, Will Be Visiting The People’s Republic Of China. 

Primary Messages From Secretary Blinken: Ukraine Must Retake Territory- Quickly.  Ukraine Must Cease Criticizing Governments And Their Taxpayers For Not Doing More.  Ukraine Peace Formula A Non-Starter Absent Direct Negotiations With The Russian Federation.  And Given President Zelensky’s Career In Entertainment, He Needs To Better Appreciate And Adapt To A Decline In Ratings- Viewers Are Turning The Channel. 

The conversation between Secretary Blinken and Volodymyr Zelensky, President of Ukraine (2019- ), is likely to be a mixture of smiles and frowns, happy and sad, delight and anger, and dismay and disgust.

Expect Secretary Blinken to bring for President Zelensky a prescription for Political Reality Capsules with recommended dosage- once per day, up to four per day.   

What topics will be on the agenda? 

There are gatherings during the next six months which will serve as benchmarks for governments and their respective taxpayers to debate whether the more than US$300 billion allocated, committed, delivered, and in many instances borrowed for use relating to the Russian Federation-Ukraine war has accomplished its thought-to-be primary goal which is to end the war.  If the armed forces of Ukraine have not reclaimed substantive quantities of territory in what must be a universally-accepted determination as permanently reclaimed, there will be increasing pressure upon the government of Ukraine to commence negotiations with the government of the Russian Federation, held in Turkiye.

There is an ocean of differences separating definitions of “for as long as it takes” and “for as long as we can” and separating definitions of “ironclad” and “ally” given neither phrase nor the words have commercial, economic, financial, military, or political definitions which are static or stable.  Secretary Blinken will reiterate these realities and request President Zelensky and his government adapt their rhetoric. 

For President Zelensky, the meeting with Secretary Blinken will provide an opportunity to review again funding available for Ukraine and to Ukraine and determine if some funding, particularly those managed by the United States Agency for International Development (USAID) could be either better directed or, not be used and returned to United States taxpayers.  

A particular grievance of President Zelensky lies in his inability to digest why the Biden-Harris Administration (2021- ), the twenty-seven (27) member countries of the European Union (EU), the thirty-two (32) member countries of the North Atlantic Treaty Organization (NATO), and the one hundred ninety-three (193) member countries/states of the United Nations (UN), particularly the five permanent members of the United Nations Security Council (China, France, Russia, United Kingdom, United States), permitted the armed forces of State of Israel’s attack upon the Palestinian territory of Gaza which commenced on 13 October 2023, to displace the global focus toward the armed forces of the Russian Federation’s attack upon Ukraine which commenced on 24 February 2022.  President Zelensky must accept Ukraine is not the State of Israel in terms of political influence by those who identify as Jewish and who occupy positions of consequence throughout the world, and particularly the United States, in education, finance, government, media, and philanthropy.

Secretary Blinken will reiterate that criticism by President Zelensky regarding the value and timing of commercial, economic, financial, military, and political support for Ukraine and to Ukraine by the Biden-Harris Administration and members of EU NATO, and UN, and collectively by the EU, NATO, and the UN remains unhelpful, is actually destructive.  With taxpayers continually stressed, messaging from Ukraine entering a third year that assisting Ukraine must remain more important than are expenses for a family only further exacerbates and solidifies animosity by taxpayers whose governments are borrowing money for Ukraine rather than lowering tax rates, lowering interest rates, lowering healthcare costs, and lowering food costs.   

Secretary Blinken will applaud the continuing focus by the government of Ukraine upon commercial, economic, financial, military, and political corruption and reinforce, remind, that the unfettered work of media is essential for a democracy.    

Unfortunately, while the increase in reporting by Ukraine-based media focusing upon corruption is critical to proper governance, the reporting also reinforces that the 24 February 2022 attack into (and into further) Ukraine by the armed forces of the Russian Federation did not my some miracle eliminate corruption from the DNA of the citizenry of Ukraine.  The corruption continues and will be a decades-long continuing focus once what may be approximately US$320 billion in Central Bank of the Russian Federation funds frozen outside of the Russian Federation is allocated for reconstruction in Ukraine.  That allocation will be vigorously challenged in various legal jurisdictions by the government of the Russian Federation.  

Secretary Blinken Ukraine may request the government of Ukraine cease maintaining the Russian Federation-Ukraine war is part one of a multi-part multi-year real estate acquisition of Europe and beyond by Vladimir Putin, President of the Russian Federation (2000-2008 and 2012- ) and magnifying statements about nuclear weapon use by President Putin or officials within the government of the Russian Federation.  There is substantial distance between what President Putin may want and the commercial, economic, financial, military, and political capacity to obtain it.  The “scare tactics” are no longer working and are increasingly becoming “white noise” for decision-makers and their taxpayers.  

  • White noise is described as the static that comes from an untuned radio or television.  Pink noise described as similar to a waterfall.  Brown noise described as similar to rainfall or shower. 

A now into a third year narrative primarily espoused with flourishing theological fervor by Jens Stoltenberg, Secretary General of NATO (2014-), who will be departing on 1 October 2024, has focused upon demanding (yes, he is not asking) that taxpayers in the United States, taxpayers within the EU, and taxpayers of NATO members spend not 2% of their respective Gross Domestic Product (GDP) upon the military, but 4% to 6%.  Mr. Stoltenberg has no taxpayers to whom he is responsible.  His agenda is more, more, more, and more.  He cares not that every increase in military spending results in less spending for debt service, education, healthcare, infrastructure, social programs, and other interests (needs) of a citizenry.      

  • On 24 February 2022, the armed forces of the Russian Federation invaded and further invaded the territory of Ukraine in what Vladimir Putin, President of the Russian Federation (2000-2008 and 2012- ), defined as a Special Military Operation [SMO] then on 22 December 2022 he redefined as a war.  The initial invasion of Ukraine by the armed forces of the Russian Federation was in part from the territory of Belarus.     

  • The war between the Russian Federation and Ukraine did not commence on 24 February 2022.  The roots began their trajectories on 20 February 2014 when the armed forces of the Russian Federation invaded the Crimean Peninsula and the area known as the Donbas Region (Donetsk Oblast and Luhansk Oblast).
